The Republican-authored bill:

* prohibits DC from spending its own local funds on abortions for low-income women

* repeals DC’s Death with Dignity Act of 2016

* prohibits the use of local funds “to implement, administer, or enforce any COVID-19 mask or vaccine mandate.”

* Permits anyone with a concealed carry permit from any state or to carry a concealed handgun in DC and on WMATA.

Norton Statement on House Markup of D.C. Appropriations Bill

WASHINGTON, D.C. –– After the House Appropriations Committee marked up the fiscal year 2025 D.C. appropriations bill yesterday, Congresswoman Eleanor Holmes Norton (D-DC) said that although she was able to get some victories for D.C., she is disappointed with the anti-home rule riders and other provisions. Significantly, the rider prohibiting D.C. from commercializing marijuana, which was absent in the base text of the bill, was added back during the markup.

@shauna @bookish I'm a little out of the loop, but doesn't the Senate have something to say about this stuff too? Still, infuriating. I remember when GOP lawmakers made the District a guinea pig for their school voucher schemes. #DCStatehoodNow

Yes, AFAIK for congress to exercise its power over DC it has to go through all the normal channels. So Senate will have a say here, and Biden can veto. We'll see how much this gets watered down...Biden and the senate collaborated with the republican congress to repeal our crime bill last year, so I'm wary of them
