Wondering: Why does Unicode switch between all-uppercase and all-lowercase for its code point names?

@rauschma I think it doesn't, at least in the Emoticons block specification in version 15.1 (range 1F600–1F64F), code point names are written with ASCII uppercase characters, like all the other code points defined by the standard: https://unicode.org/charts/PDF/U1F600.pdf
