Created in 2002, the International Criminal Courts prosecutors are attempting to get the ICC to issue a warrant against the sitting head of a Democratic elected state who is not even a member of the ICC. As stated in the ICC rules, they are only allowed to prosecute member states who are unwilling to do so on their own accord.
