Yesterday I presented at the NL-NCSC / @SURF / @ACCSS symposium "Cyber Security & Society". According to Donald Tusk we are entering a new pre-war era, and I fear that he is right. I also fear that we do not have anything near a "war-time resilient" level of control over the IT infrastructures that our societies depend on utterly. We are sitting ducks & it is getting worse. Transcribed presentation, with slides, is here:

Cyber Security: A Pre-War Reality Check - Bert Hubert's writings

This is a lightly edited transcript of my presentation today at the ACCSS/NCSC/Surf seminar โ€˜Cyber Security and Societyโ€™. I want to thank the organizers for inviting me to their conference & giving me a great opportunity to talk about something I worry about a lot. Here are the original slides with notes, which may be useful to view together with the text below. In the notes there are also additional URLs that back up the claims I make in what follows.

Bert Hubert's writings

Crazy to read about the Botlek bridge, I did not know that!

A very worrying article on what it means to outsource technical knowledge about your critical infrastructure..

@bert_hubert @SURF @ACCSS on 2nd reading does anyone else find it 'jarring' that in times of pre-war we seem to focus on things because we would personally care about losing them - there is a difference in terms of lethality eg. it is time to start seriously thinking about what it means by sending our sons/daughter to war ... while some of that maybe mediated in cyberspace, that may turn out to be nuisance rather then life alternating reality of artilary shells dropping on one's home.
@bert_hubert Microsoft 365 falls over a few days a year without being attacked at all, and a few more days a year when it gets DDoSed by Russians(?).
@bert_hubert @SURF @ACCSS Een Longread met Kyivstar er in.
Moet later lezen. Sta bij een klus, maar gezien het aardig regende had ik nog even geen zit de auto uit te gaan.
Ooit een tijdje een datapakket gehad bij Kyivstar, en een mobielnummer. Was het makkelijkste en goedkoopste.
@bert_hubert @SURF @ACCSS "Maybe they just solved it by accident because someone needed that cable for their other computer." Sounds quite likely.

@bert_hubert @SURF @ACCSS Indeed, indeed, Bert.

One of my sayings is that we will quickly know when China has started their attack on Taiwan, that is when most of our telecom infrastructure here goes down.

Thank you for sharing your presentation, it's both informative and frightening.
