StarkRG@JamesGleick I imagine it works like tax evasion. If you fail to pay $10k in taxes, the IRS will hound you until they're satisfied they're squeezed everything they can from you. If you fail to pay $10m, though, they're not going to bother because, apparently, it's just too much work for them.
