I have done missions work with religious orgs from Des Moine IA, to Miami Florida. And never have I ever had to walk over the bodies of the homeless that I couldn't distinguish between alive and dead or that had needles hanging out of their arms.

I literally just watched a man pull out a number of crack pipes, distribute them and begin cooking with a culinary torch. Like the kind you use for flan.
