Their problem with protestors is not that they "disturb the peace". It's that they disturb the violence.

Peace can take many forms. The calm behind a wall of terror can be peace for some

They are not really concerned that protesters are "disturbing the peace"

They are concerned that protesters are disturbing the violence that is happening further away.
