@CriticalCupcake see, this is why I'm not political... the obvious (to me) answer is that 25 billion is a trivial amount of money to save the lives of my citizens, so of course I try to resolve the situation peacefully.
But cynically, I know the "correct"answer would be that a real politician would allow it to happen, then blame it on some brown people with lots of oil as a pretence to invade their country and take all their stuff

as for $25B, sure. all in smallish notes. laundering that will be utterly impossible! even if you can, you'll be traceable.
plus it is about 0.09% of the US economy and basically a rounding error. plus, the best thing is, as a govt, you can simply decide to print $25B with no repercussions.
a bigger question is what is the chance the terrorists will honour their side of the deal? they are terrorists, afterall. not known for their willingness to behave honourably.
mind you, neither are US presidents or governments.
