@j_g_fitzgerald @QasimRashid It's when people are cuffed so tightly for so long that they have lasting nerve and/or circulatory damage. Long term nerve damage is very common from handcuff injuries in the USA. Amputations is another level.

@j_g_fitzgerald @QasimRashid (In most cases, amputation could be avoided by intricate vascular surgery, which obviously isn't available in a poorly staffed, poorly supplied field hospital.)
