However, there are many packages that aren't available as binaries, and for those that are available, the USE flags of the binary have to match, otherwise the package is still compiled locally.
I've just done an empty-tree rebuild (upgraded to the new 23.0 profile), and while I haven't counted, I'd estimate that about half of the packages were recompiled, and about half of them downloaded.
@itsfoss It may be a good idea to invest in a laptop stand. Laptops have poor airflow when they're placed flush on a table.
Cooling pads offer marginally better airflow at a much higher price. But if money isn't a problem, a forced draught cooler like KLIM Mistral or Everest really does the job.
(Yes, I compile on Gentoo and I had to buy a proper cooler)
