Unfortunately, I think that’s the only way they could announce such a thing with any level of confidence. Otherwise, it’s a freewheeling DIY dumpster fire.

Like, you’re not wrong about the problem areas, especially with remote caching of content. Federation adds extra dimensions to an existing problem space. But these people aren’t just going in with willful ignorance. It’s not like they’re saying “okay, let’s build our own hash database, let’s go find some CSAM!”

@deadsuperhero @gme @thisismissem We have been having conversations with national and international agencies over the past year or so, and are working with NCMEC and PhotoDNA among others. We are carefully and cautiously building a privacy-conscious tool that will accept media from opted-in servers, and send -only- the hashes for matching. No media leaves our infrastructure. First step of many, we can't solve it all in one go, #GoodNotPerfect

Blocking known sources is another tool in the box.
