They really just aren't wired to be chased by something smaller than they are. You see this in interactions with ferrets, too.

Cat: "Mmm... small prey animal! 😋 I think I'll—"

Ferret: "Oh! Hey! A plush thing to bite & make jump!" Dives for the belly—

Cat: "Wait! No! This—this isn't how this is supposed to go! ACK!!"
