What Cory didn't mention is that in Canada, municipalities are at the mercy of the province because of how we are set up. Provinces can just decide what to do with you, or even make you no longer exist at any time.
In addition to these horrendous mayors, we also have had openly corrupt Premiers destroying this city. The latest is Doug Ford whose friend took it out a $100M loan to buy protected land that can't be developed on and weeks later, the province magically changed legislation to remove said protections.
Before him, the Premier wasn't bad but due to a moment of cowardice, pulled the ability to toll the highways into the city out from us, and added even more traffic to our streets.
It's not uncommon now to take 40 minutes to drive what can be walked in about 15.
We lie down and take this because the rest of the province has accepted right wing corruption as normal.
We are not ok.
