I am from San Diego and live in Japan - the CA rivers go dry>flood, and in Japan the streams/rivers flow with the seasons like yours - but then the typhoons come and a river goes from 50cm to 9m deep - angry, brown, and fast. Even those small streams are flood-controlled.
Imagine this river (picture) full — 1m under the bridge deck — it was in 2019 😳
