I agree with the author on pretty much all counts. I don't necessarily think the vehicular cyclists want roads to be designed to slow the cars, but that's a minor point (IMO).
Living and cycling in the Seattle area, I do need to be able to manoeuvre safely on the roads. Safe cycling infrastructure is scarce if existtent. VC techniques such as control & release can come in very handy when I ride with car traffic.
OTOH, separate cycling infrastructure is the necessary investment to encourage people of all ages and abilities to take up cycling as daily means of travel. As the article points out, we should be able to choose between riding on the road and using adjacent cycling infrastructure, but that IMO shouldn't translate into opposing such infrastructure.
