@jensimmons @dontcallmeDOM @bkardell what do we need to do to get Privacy as an area for Interop 2025?

I was a little too late to get even a single privacy feature in for this year, but I think it's a glaring omission and want us to do better next year.

@npdoty @jensimmons @dontcallmeDOM Do you have specific tests in mind? In the end, focus areas are thematic names for sets of tests we can agree to - so that's a good start maybe.
