The financial crisis in Englands local government is (of course) multi-faceted but four areas particularly contribute to the budget pressures on councils trying to find ways to fund their statuary responsibilities:

Special #education needs & (associated) school transport.

I'm old enough to remember when the Tories used the global financial crisis against Labour and swept to power proclaiming we were living in 'Broken Britain'. I didn't realise that was their manifesto as well as their campaign slogan.
