@scottsantens Yes, the same thing was said by Sgt Jack Sargent who heads a Homeless Outreach Team with Tucson Police Department & various organizations. He said that and many other mindblowing things during a presentation when I was training for my city resource line CSR position. Mindblowing only because I've never heard anyone from law enforcement thalk like that.
