"When we researched the case report on Phase 1, one of the things we were told is that the reason for the large size of the stations is that within the MTA, New York City Transit is the prestige agency and gets to call the shots; Capital Construction, now Construction and Development, is smaller and lacks the power to tell NYCT no, and from NYCT’s perspective, giving each department its own break rooms is free money from outside."
