Doris is right in saying that this is the normal back channel shit talking of politics, but by normal he means under his political leadership or how he thought politics was done.

In reality it's any dysfunctional organisation and I've been in a few. But this particular organisation, No Ten, the Cabinet Office is the most dysfunctional I'm aware of from all this evidence and behaviour.

Not that it's changed all that much it's just a quieter tone of incompetence.
