TheJen@RickiTarr Thing about abuse is that it's completely about a power differential. The person being abused, by definition, doesn't have the agency to stop it.
Should the number be zero? Absolutely.
However, relying on those who are victims with no agency to enforce the stoppage of abuse is folly.
