It's really not abstract.
A person who will make promises over trivial matters that he has no intention of following through with is untrustworthy at their core.
No one should be surprised when promises these same people make in more consequential matters aren't kept by them.
Mr Trump, of course, has many, many other examples of this type of behavior.. For him, no promise is too small to break. They are all meaningless to him.
