The Richard L. Bean Juvenile Service Center has been punishing kids with seclusion more than any other facility in Tennessee. And as the laws and rules on how to treat kids changed, the facility failed to keep up.

The superintendent is an old guy who hasn't evolved. He's stuck in a negative criminal mindset that focuses on punishment and making people suffer. That's their means to an end. This is what we have to change and new laws will make that possible.

@ProPublica Next do Christian "homes" & camps for "troubled youth." It's a big industry without state regulation or inspection. A gulag archipelago, some might say.

And of course you won't find a lot of difference between them & this juvvie facility. The Christian facilities have isolation chambers & I'll bet the juvvie has forced religious indoctrination.
