Highlight inner bullet point, paste, document blows up. Hit enter and I’m in a new section as that followed the second level bullet point.

Actually this also needs changing. As a programmer, I’d put the section break in front of the title of the next section, not on the end of the previous thing. You are opening a new thing, not closing the old one, it’s even in the name!
