Like, the smallest circle that contains all Chinese territorial claims would be over 3,000 miles across, because China claims a lot of territory. If you tried to draw the smallest circle that contains France's claims, you couldn't do it, because they're more than half the earth. You'd try to draw the largest circle that *doesn't* include French territorial claims, I guess?
