He WANTED Hamas to counterbalance more moderate Palestinians and cause enough violence to prevent the rest of the world from pressuring Israel into a two state solution. I'm not defending Hamas, but when someone imports a wolf, starves the wolf, beats the wolf, and then sets the wolf loose in the village schoolyard, you might need to shoot the wolf, but you probably should shoot the guy who created the wolf, too.
