IMO, financial penalties for breaking laws should be tied to the perpetrator's annual income
Say, for example, 5%. Or 10%, depending on the severity of the financial crime
If you earn $10 000/annually,
your fine would be
$500. Or $1000.
If you earn $10 000 000/annually,
your fine would be
$500 000 or $1 000 000
Because it's totally ludicrous and without impact for someone earning $10M to pay a measly $500.
A mere pittance.
