@AliceMarshall I think he does not. The Israelis have enough munitions on hand to carry it out. If the President should threaten them with not replenishing them, Israel has enough supporters in Congress to override him. The Netanyahu gov’t sees a brutal response as their only path to cling to power. They will ignore what ever any US President says.
