Cody had ordered the raid on the local newspaper, the Marion County Record, based on the false pretense that reporters had impersonated a local restaurant owner in order to her confidential information. The information — the restauranteur’s driving record — turns out to be public information in Kansas. The Record had been digging into Cody’s history of misconduct while he was with the Kansas City police.
