They’re either lying, or utterly incompetent when it comes to understanding who’s in the welfare system.

Because it speaks to the Tory base who prefer to shirk responsibility, blame the weakest and most impoverished in society, than face the reality that perhaps the Tory party are not the party of fiscal responsibility.
