The government needs to pass a budget so they can continue to spend money, but certain members are refusing unless their stupid ideas are passed as well. If no budget is passed, the government can't spend money, which means they can't pay any employees or pay for any programs.

But of course the pay for these members during this is unaffected, so they don't feel any direct consequences of their actions.
