The whole problem here is that people who produce and consume hate speech don't think of it as hate speech. They think of it as the truth. When you tell them to stop saying (for example) that Mexican immigrants are all rapists and drug dealers, they feel like Galileo being told to stop saying that the Earth moves. Even if you manage to shut them up, they still believe it, and will resume saying it as soon as they find a new place to do so.
