It requires a 2/3 majority vote to expel a member of the U.S. Senate — if Menendez refuses to resign, Sen. Schumer should move for his immediate expulsion. The message needs to be crystal clear: Democrats don’t tolerate corruption.

I imagine the calculus is, "who's appointing the replacement?" With a slim majority, seems like they'd not want to simply turn the seat red.
