And why can’t they spell combat in all capital letters?
Maybe NONCOM is used somewhere as an abbreviation? I don’t really know but that came into mind at first.
It doesn’t say „on Russian territory“ it just says Russian non-combat losses, which could also technically happen in occupied regions
