There will be damage and repair cost for sure, but 70 years ago when many people lived in slums it would have been far worse. I haven't heard of any loss of life here.
Taiwan and Fujian were hit directly and were far worse off, with evacuations, people killed and injured and loss of electricity.

Having seen too many news clips of Hong Kong people and vehicles stranded in waist-high flood waters, it begs the question of whether HK Observatory issued a black rainstorm warning sufficiently in advance to protect lives and property? And, if #HKO did not, why not?

"To cope w more extreme weather conditns, #HongKong authorities shld review past disaster preparatn measures & take into account new data when evaluat'g efficiency of its systems .. ex-Observatory chief Lam .. (Liu) said he did'nt hv enough time to take proper safety precautns at home. “If the govt is able to predict tt emergency conditns will hv to be in place hours in advance, shldn’t it also be able to send the warning much earlier?”"
