Strata should OWN all the stalls & and rent them out to owners according to need.

You don't need one - great you save some money.

Need an oversized one, disabled access, small car? Great, we have a suitable one for you here.

In theory would make lots cheaper because you don't pay up front for the $60K stall, but builder has to get their $ from somewhere.

@jonjennings Good idea, but like you said, the builder and the city want their money, so the owner will end up paying upfront regardless. It could also put pressure on street parking (rumour has it there's a building near us that has plenty of spaces still owned by the developer, but people take their chance on the street rather than purchase one).
