Yes it is and the market is picking up.

Partly thanks to when Spain had a right wing government in bed with the private electricity company (Iberdrola) to make private solar basically illegal or totally uneconomical.
Partly thanks to so many people living in blocks of flats notorious for always having at least one neighbour who is "no-to-everything".
Which crazy, because it's really quite sunny in Spain!
