I think sometimes one or two votes might not be visible for you, but they're counted.

If you go directly to the Mastodon.social server and look at the dungeons account, it will show

48% Fight
48% Avoid
5% Go to town
With 40 votes total

And that counts as Avoid since 48+5>48

If short rest is available then its also an "avoid" as well. Then, short rest and town are also grouped so if they are more than the actual avoid option then a "rest" is taken instead, if that makes sense
