The rule right above is that there must be an in app solution for reporting abusive behavior, and someone at the platform must review and act on legitimate reports. The highlighted rule, in that context, can only mean users being able to block other users themselves
Yeah you’re right. You could still argue that blocking DMs is enough though, the rule isn’t clear to what degree
Block has a pretty clear definition, if they can still contact you in any format they aren’t blocked.
