I believe there's a lot more going on here than commercial real estate companies needing a bailout. Remote work has revealed how poorly managed many of these companies are, how inefficient and disorganized. Corporate executives understand that it is much, much more difficult to hire competent management than it is to force a bunch of low paid office workers back into the office.
