In case it’s helpful to someone, RDR2 wanted to access the configuration files in My Documents that OneDrive needed to be running to sync properly.
Got no idea on GTA IV though, dxvk and FusionFix have failed to help me so far.
Sounds like you should uninstall OneDrive then
