@fulelo interesting to hear how the other side perceive the spoils of war. In effect this is another Russian defence strategy "changing the facts on the ground". If Ukraine were to ever re-take this territory, it'd have to be seen potentially damaging new buildings, residential areas etc... Hard, even from simply a PR perspective.
@fulelo SOP for any captured territory: move your own citizens into it ASAP so that you can create facts on the ground justifying your continued occupation.

@fulelo Handing out passports is a secondary strategy: the invader needs loyal citizens in place, and especially in key posts like teaching and administration. Not just reluctant passport holders.
