“is it” is the whole verb, and “is it not” the unabridged reciprocal or whatever the term is.

‘Is it not’ is the proper syntax.

I’ve definitely seen “is not it” used before, usually in the context of things like speeches or rhetoric where someone has considered what to say beforehand and wants to keep a sense of formality. Generally it’ll be part of a rhetorical question, like “Is not it better to be x than be y?”
There is a fairly common way to use the phrase, but that is not it.

That’s because people got their words all mixed up. Back in the day, “is not it” would absolutely be the normal way to phrase “isn’t it.”

It sounds weird today of course.

I know this is a really old post, but “is it not” is also the formulation in other Germanic languages, so we can assume that it was the same formulation in old Germanic.
