@brian_wooley Whoa, talk about flippin' the bird to the people. We're a nation of people, with differing ideas, requiring such high tresholds would allow one person/county to keep anything from getting done. At that point, just dissolve the legislature (they'd be dead ducks anyway with no ability to get anything done)
