It had been in the works for a while, but now it has formally been adopted. From the article: > The regulation provides that by 2027 portable batteries incorporated into appliances should be removable and replaceable by the end-user, leaving sufficient time for operators to adapt the design of their products to this requirement.

What about waterproof phones? I remember that they were planned to be an exception…

There is, but it applies to devices which are mostly operated in wet conditions. Here is a quote from the commission’s decision:

… batteries concerning appliances that incorporate portable batteries and that are specifically designed to be used, for the majority of the active service of the appliance, in an environment that is regularly subject to splashing water, water streams or water immersion and that are intended to be washable or rinseable.
