Weird. Putin started in 1999 by false-flag blowing up Russian apartment bldgs, realizing this would make Russians enthusiastic for war (vs Chechnya) and rally them around their leader (him). Now he’s blowing up Ukrainian apartment bldgs, imagining this will turn Ukrainians against war (vs Russia) and undermine their leader (Zelensky).
