I'm not sure about it. Scorched earth been a favorite of the Sovjets and modern RuZZia loves to imitate the "best" of Stalin and Hitler, but the repercussions (not in lives or contamination) of blowing up the NPP seem like they'd be quite high. RuZZia cannot afford to lose the few bigger allies it has. My suspicion is they'll bring the NPP on the brink and then pull out in a "goodwill" gesture to unload the blame for a potential meltdown.
But that's guesswork at best.
