I think they probably just had to negotiate less bandwidth on their cloud services contracts that they'd stopped paying. And since they had a big back bill, probably penalties, and they're getting less revenue now then before they probably negotiated for less bandwidth, or were rate limited or something. I think that'd make more sense than what he said.
