Department sends me their "database" for a project, but it is an #excel file...

Open Excel file in Outlook preview: everything looks okay, I can work with this.

Open Excel file in Excel: every ambiguous date flips the month and day values, every other date brought in as text.

None of this needed to happen, for one thing. Don't use Excel as a database!

But for another, It is absolutely insane to me that two Office programs open the same file differently, and *Outlook* doing it better.

#excel should not flip the dates if they were really date data type.
I guess you were sent a text file from someone who didn't know the difference. Maybe with a .xls extension.
Open it in Notepad and see what you get.
