dubrieIt appears someone compromised a super old (like, 20 years) paypal account that I completely forgot about. Changed the email and login information out from under me. Best I can tell, I need to… log in… to the PayPal site in order to report it? But I don’t have my login for it anymore, do they expect people to create a 2nd account for reporting abuse on the first account?

@Lisa67 to be clear, that is the documented process on the PayPal site for a compromised accounts. There is certainly a chance the original notice was a scam, but all headers/links were legit and I can no longer access the account. I’m not sure what personal information was in that profile, that’s the main concern.
